Good morning. The block where I live got two gorundfloor apartments. The owners had an awning fitted and put garden furniture outside as if they owned that side. Shall I need to call to a general meeting to stop them of using that area?

If this meant that the groundfloors owners are using space that belong to the community, they cannot do it without the authorization that shall be done in a general meeting. I recommend you to speak to them first trying to sort it kindly. Otherwise, you shall take legal actions visit web page.
I am President in my community in Valencia. We experienced some bulglaries on last summer, when most of the owners leave for holidays. I would like to appoint the services of a security for the summer. Do I need to take it to the Owners Meeting or am I entitled to sign that contract discussing it with the administrator only ?

I recomend you to call for a owners meeting to discuss the security in the block. It is in the art 10.1 a) that the deals and works to attend the essential requirements of security correponds to the owners not only the president or administrator. The contract would mean an increase in the community Budget that will be paid by all owners. Also, you should considero ter options apart of the surveyance, such as the instalation of cameras, security rails, etc. You need different majorities of the community to approve this depending on the measure adopted.
Good morning. The roof of the block where I live needs repairs due to some filtrations affecting to other neighbours. So, it was agreeed at a general meeting to collect quotes for the works in order to choose one Company. I requested to the administration a report which explains the problema and the especifications so I could have a better understanding before making a decission about the offers. The administration said that there isno report, just the offers. I would like to know if I am right to request that report produced by a proffesional.

Good morning. Surely you can. It isnot only the cost bt also the disclosed list of works that should be done (some cold be better than others). Speak with the president rather than withthe administrtor explaining your reasons. If still nothing, tell other neighbours. They may agree with you and you all perhaps delay the voting till having all the information.
