Recently I tried to propose to the President of my community that are debated on board the issue of improvements that I consider necessary for the community but I was ignored, am I entitled to propose such improvements in the next meeting?

What you need to do is send a letter to the President where you manifest the topic that interests you to include in the agenda and to discuss at the next meeting. The President may not refuse if you do it this way because the Horizontal property law provides that any owner may request that the Board consider and add any ittem of interest to the community. If he refuses to take your request in writing I advise that you send it through burofax, to have reliable accreditation of the content, date and receipt of your request.
