In my community, it will proceed to make a change in the electrical installation of the building due to the antiquity of the same and the cost that it is causing. However we have two neighbors who are owners of two comercial sites of the building where they do their professional activities and refuse to contribute to this expenditure stating that they are not obliged, is this true?

If it is a change in the electrical installation of the building for improvement, you should know that those neighbors have no basis to refuse, and that they are obliged, just like the rest of inhabitants owners of dwellings, to contribute, because there is a common element which has to be renewed with the time and all the owners of the building have to contribute to that cost , in proportion to their quote.
