Morning. I got a problema in my apartment witht pigeons making nests and causing a mess (noise, esses, insects, etc) the community says that this issue shall be solved by myself. They are not hiring the services of anyone to contrl the situation. Who is responsible?

The pigeons are making the nests on the facade of the block, which is responsabity of the community.
However, the community needs to make a decission. You can not oblige them. If that action is not agreed by th ecommunity or taken to an owners meting, you can demand before the courts for the inconveniences..
Other option is that you afford the expenditure with the authorization of the community for having works done on the facade.
