I would like to know if the owners of my community can prohibit the opening of a bar in the ground floor because we know that it will cause lots of inconveniences due to the noise of the clients till late in the nights.

Firstly, you should check the statutes of the community to find out if there is some prohibition regarding commercial activities; otherwise, no one can forbid an owner of using his property as he prefers. To get that prohibition, you need unanimity, which may be difficult to obtain. On the other hand, when the activity is dangerous or causing inconveniences to the community you can take legal actions to stop it according to art. 7 of the Horizontal Property Law.
